ETC/CCA – European Topic Centre on Climate Change impacts, vulnerability and Adaptation

The ETC/CCA is a Consortium of European Organizations contracted by the European Environment Agency (EEA) to carry out specific tasks consistently with the EEA 2014-2018 five-year strategy and Multiannual Work Programme and the specific EEA Annual Work Programmes in the area of climate change impacts, vulnerability and adaptation (CCIVA) across Europe.

General aims

The ETC/CCA assists the EEA in supporting EU policy development on climate change impacts, vulnerability and adaptation and disaster risk prevention by providing relevant information and contributing to the harmonisation, quality assessment and exchange of data and/or information. This encompasses knowledge base, data and indicators on climate change and its impacts across sectors and regions, assessment of climate change vulnerabilities and natural hazard risks to society and ecosystems and current or planned adaptation strategies and actions. Supporting capacity building in EEA member countries is a component of the ETC activities as well.

In particular, the ETC/CCA supports the implementation and the planned 2018 review of the 2013 EU Strategy on Climate Change Adaptation, by assisting the EEA in supporting and evaluating the European Climate Adaptation Platform (Climate-ADAPT, http://climate-adapt.eea.europa.eu/) and preparing updated or new indicators and contributions to assessment reports. The ETC/CCA is also increasingly assisting policy evaluation related work following up the work initiated in 2015 on monitoring, reporting and evaluation of climate change adaptation at national level.

Expected results

To support the EEA in:

  • finalizing a (2018) EEA report on national CCIV assessments in Europe and a (2018) EEA report on “Climate-ADAPT evaluation”;
  • contributing to a (2018) EEA report on social inequalities in relation to climate change impacts, air pollution and noise;
  • preparing a ‘dummy’ for a (2019) EEA report on monitoring, reporting and evaluation of climate change adaptation policies, supported by ‘fact sheets’ on topics of relevance for adaptation at national level, and a (2019) EEA assessment report on climate change impacts and adaptation in the agricultural sector in Europe
  • developing a (2018) ETC/CCA Technical Paper/Report, presenting the state of the art of transnational cooperation on adaptation and the state of affairs of adaptation policies and knowledge base in transnational regions in Europe;
  • updating five European climate change and impact indicators (CSI012- Global and European temperature; CSI042 – Economic losses from climate-related extremes; CSI046 – Sea surface temperature; CSI047 – Global and European sea level; CLIM010 – Arctic and Baltic sea ice);
  • maintaining, updating and improving Climate-ADAPT as a key element of the 2013 EU Adaptation Strategy and enhancing the involvement of users and contributors, based on the findings and the results of the Completing the Climate-ADAPT evaluation;
  • contributing to the annual ICLEI conference on urban adaptation and to the annual Eionet Workshop on climate change impacts, vulnerability and adaptation (CCIVA).
