PAUL – Pilot Application in Urban Landscapes – towards integrated city observatories for greenhouse gases

PAUL project supports the European Green Deal by creating capabilities to observe and verify greenhouse gas (GHG) emissions from densely populated urban areas across Europe. Cities are recognized as important anthropogenic greenhouse gas emission hotspots and therefore play a significant role in any emission reduction efforts. The PAUL project aims to increase our understanding of specific needs of GHG emission assessment in urban environment; it compares available and novel observational approaches and implements an integrated concept for a city observatory, providing unique data sets that feed diverse modelling approaches, scientific studies and will be the base of services towards the city administrations.

General objectives

  • Develop and evaluate comprehensive city observatories through a suite of in situ GHG measurement technologies.
  • Bring together and evaluate different observational approaches, and determine fossil fuel CO2 emissions from them.

Develop research infrastructures further, provide concept to facilitate science and services towards cities.

CMCC role

CMCC is leader of WP6 on the potential integration of the urban observatory network into the landscape of research infrastructures. CMCC also participates in WP4 on Data harmonization and integration.

Activities

PAUL will:

  • Implement incremental elements of a pilot city observatory in large (Paris), medium (Munich) and small (Zurich) city.
  • Design the observatory with requirements of GHG monitoring in multiple European cities necessary for validation of implementation of Paris Agreement and raise awareness of citizens and to develop and showcase the services and tools that process and analyse the observations.

Expected results

It is expected that PAUL will:

  • Increase the understanding of specific needs of GHG assessment in urban environment.
  • Produce a research infrastructure concept that can provide needs-based services for cities to support them in execution of city climate action plans
