The European Commission’s Directorate General for Civil Protection and Humanitarian Aid Operations (DG ECHO), under the framework of the Union Civil Protection Mechanism (UCPM), supports countries and regions to review their disaster risk management (DRM) policies and practices by taking stock of strengths and areas for improvements and putting forward recommendations to increase resilience.
The objective of the UCPM Peer review programme is to implement, over a period of 36 months a cycle of peer reviews targeting a maximum of six countries/regions wishing to have their disaster risk management/civil protection system reviewed.
UCPM peer reviews promote an integrated approach to DRM by taking a comprehensive look at risk governance, risk assessment, risk management planning, and all stages of the disaster risk management cycle.
The peer review process fosters policy dialogue and coherence, facilitates mutual learning and exchange of good practice, and steers progress in critical areas for the EU cooperation on civil protection and disaster risk management.
CMCC will support DG ECHO in the implementation of the overall programme, both technically and logistically.

General aims
Support the European Commission (DG ECHO) in the implementation of maximum six reviews among eligible countries/regions under the 2025-2027 UCPM Peer review programme cycle.
The peer review programme is carried out in close partnership between the Commission, the team of peers (experts and practitioners in civil protection and disaster risk management selected for the review), and the relevant authorities of the country/region under review.
CMCC role
CMCC is the sole implementor and coordinator of the project.
Activities
The programme activities are divided into 4 main tasks:
1) Review and further develop the peer review analytical framework, guidelines and reporting format.
2) Develop survey tools for self-assessment of DRM capabilities.
3) Implement six peer reviews in eligible countries/regions.
4) Organise and implement a lessons learnt process towards the end of the programme cycle.
Expected results
The project aims to enhance the effectiveness of peer reviews under the UCPM by developing a revised Peer Review Assessment Framework and updated Guidelines, ensuring a more robust and continuously improving methodology. Additionally, a survey tool will be created to support countries and regions in self-assessing their Disaster Risk Management (DRM) capabilities. Following the implementation of up to six peer reviews in eligible countries or regions, final reports will be drafted and published. Finally, a lessons learned process will be conducted, culminating in a final report that will contribute to the further improvement of the UCPM peer review programme.
