ABSTRACT

Regional governments represent an increasingly relevant component in climate change policies, which showcase a high interest in the climate change sphere and provide several benefits connected with their governance.
This study aims to shed light on this scale of governance by describing the climate change policies of 61 regions from 5 different areas of the world (Europe, North America, Latin America, Africa and Asia Pacific), focusing in particular on three elements: emissions reduction targets, policy instruments and climate change commitment levels . Moreover, it will analyse the possible connections between geographical features, the preference for a certain climate commitment (adaptation or mitigation) and the choice of policy instruments.
The results show that the regional governments of this work appear to be an active component in climate policy, since they all have their own GHG emission reduction targets, devise their own climate policies and instruments and participate in international climate networks. All regions have reported mitigation and adaptation commitments, with different levels of ambition.
In addition, it is observable that while some regions (mainly the North) focus mostly on mitigation targets, others (the South) focus on adaptation. Finally, regions have different policy styles in dealing with climate change according to the geographical area they belong: this could be due to socio-economic, political, environmental and climate commitment typologies differences.

SPEAKER’S SHORT BIO

Giulia Gadani is a PhD student in Economics at Université Côte d’Azur (GREDEG laboratory) and visiting scholar at Sant’ Anna School for Advanced Studies in Pisa. She obtained her bachelor’s degree in economics and her master’s degree in green economy and sustainability at University of Ferrara.
Giulia had several experiences in the research and environmental economics fields: she developed her master’s thesis at BC3 – Basque Centre for Climate Change, worked at HERAmbiente and has been an intern at Eco&Eco and at University of Ferrara.
Her research interests span from climate change economics and policy to regional climate policies studies. She is also interested in econometric and behavioural economics approaches for the environment.
