ADB: Economy-wide costs of climate change in South and South-East Asia

The technical assistance will provide an economy-wide assessment of cost of climate change impacts in South and South-East Asia.

Duration
5 months from 22/03/2024 to 31/08/2024

General aims

The project will assess the economic cost of a wide set of climate change impacts in developing Asia and the Pacific area using ICES Computable General Equilibrium  (CGE) model.
The analysed climate change shocks are on agriculture, fisheries, forestry, energy, infrastructure (by sea level rise and riverine floods) and health (reduced labour productivity). These shocks derive from existing exercises, such as the Intersectoral Impact Model Intercomparison Project (ISIMIP) and the recently concluded CO-designing the Assessment of Climate Change costs (COACCH) project (Horizon 2020). The shocks are computed comparing the pathway of selected indicators under a strong climate changes scenario (RCP 8.5) and a no climate change scenario.
Feeding these climate change shocks into the ICES model allows assessing the joint effect of multiple climate-induced shocks on the analysed countries and accounting for higher-order impacts on the economy.

CMCC role
Consultant

Activities
The project will produce the following outcomes:
i) a database of climate change shocks by hazard, sector and country for the analysed macro region collected from different sources;
ii) a database of macroeconomic costs of climate change stemming from model simulations;
iii) a report that explains background, methods, datasets and results.

Expected results
The technical assistance will provide an economic assessment of the cost of climate change impacts in South and South-East Asia highlighting the most affected sectors and countries as well as the channels that will play the major role in generating costs.
